Simple.. Ask them whether they are adwords qualified company or they have adwords qualified individual in their team. If they say NO, plz cut their call. I struggled with Google adwords for a few months because I was spending too much money on my campaigns. I hired someone that specializes in seo (search engine optimization), but he was very expensive and my results were not very good.
