They report it as spam…if an unsolicited mail is sent…

check the site and see if they have any linking guide lines posted
don’t link to other peoples email addresses, link to the main page of a site, unless they say otherwise

Are you talking about:
(1) having a page on your site where you provide links to other sites?
or
(2) do you mean you want to convince other sites to link to yours?
The answers to those questions are much different. If you want to do #2, the only real way we could answer that is if you told us the URL of your site so we could check it out.
Your comment about "unsolicited email" seems to pertain to some other subject, not links to or from your site, so perhaps you are mixing up several different ideas in one question.
